Alternatives to building a dam in canada for america?

k so this applies in canada but because of america.
BC fuels most of Calafornias energy consumptions and because of the rise in deman another dam is being propsed.
This dam will be built on the Peace River which already has the Bennet Dam on it. This damn will of course flood many many acres of land, losing wildlife and agriculture.
My question is…. what can be done?
Protest have been done, and rallies, but the need for energy is still there. until this is gone the need for a dam will be present.
Can you think of a way to lower energy needs, or for building something that will be less harmful to environment??

without details of the project it is difficult to suggest alternatives.
If it is Run of the River scheme submergence would be nil to minimum.
Dam should not scare planners as long as the scheme is identified with the help of Geologists.
