China and U.S. Did I get this right? Is China trying to collapse the U.S. economy?

After reading the following article, http://www.wesh.com/news/22794761/detail.html I came to this conclusion: China, who is the largest producer of greenhouse gas is pointing the finger away from themselves and pointing to us as the major problem. They want us to do more with a economic slump, when they haven’t lived up to their own plans. Then they want the U.S. to borrow more money from them to put in a fund for developing countries. That would make the U.S. a slave to them financially, even more then we already are. Are they purposely trying to collapse the U.S. economy? I also think that it’s easier to prevent mistakes then to correct them after they happen. Why not just require everybody to build clean energy plants/industry. To allow developing ones to build dirty, is just kicking the pollution ball down the road.

No Obama is trying to collapse the economy. China just wants to make sure it gets paid.
