I think that the most important piece of information that has been totally overlooked is: and I quote directly from the link in the question:

So there is no evidence at all of Italy having developed a freestanding hydrogen powered generating station. All they are doing is diverting a byproduct from the local petrochemical plant. No petrochemical plant, no hydrogen by product.
I am sure that technology to use byproduct hydrogen is already wide spread – possible already established uses could be ammonia production, hydrogenation of peroleum fractions within the refinery, etc. All the Italians seem to be doing is operating a generating plant – at who knows what cost, as a test bed for some future technology. Ido not think that this is a graet breakthrough at all and the ultimate goal of a hydrogen technology is not going to be based on byproducts of the petrochemical industry.
