Do I use the word ‘balooning’ correctly in this sentence?

The oil prices that are too high will DRIVE BALOONING OF CRUDE PRICES which in turn increase oil production cost. While the too-low prices will make the oil and gas production activities become stagnant and investment become discouraged. Eventually, it will create a disincentive for the development of alternative energy.

If you looked it up, you would know the meaning and the correct spelling of ballooning. You don’t need the double negative drive-ballooning. Or a hyphen between too low. Or the double Make-become negatives. Just say too low prices will make the oil and gas production activities stagant……………………. You can’t discourage investment, but you can discourage the PEOPLE who invest. And so on.
